The Build:
Vantage Data Centers is developing the Lighthouse hyperscale data center campus in Port Washington, Wisconsin, tied to the Stargate initiative with OpenAI and Oracle named as announced participants. The program is described as a $15B+ development and is planned as four data center buildings on roughly 672 acres near I-43, with a target completion of 2028. The full campus has been reported at roughly 2.5 million square feet and approximately 902 MW of IT capacity when fully built out. Project GC, architect/engineer, and major subcontractors have not been publicly disclosed.
From a workforce standpoint, local reporting and project statements point to roughly 4,000 construction jobs over the build cycle and around 1,000 permanent jobs once operational. Vantage has also announced a partnership with the Wisconsin Building Trades Council, signaling a union labor pipeline as the work ramps.
On the public side, the project has moved through local economic development steps, including city actions tied to incentives and planning approvals. That matters because these campuses typically live or die on utilities, land use, and schedule certainty long before the first data hall turns over.
Near term activity centers on site and infrastructure work, then long lead procurement for electrical and cooling systems as building packages are released.
