The Daily Dig

The U.S. Department of Energy’s Office of Energy Dominance Financing announced a conditional loan commitment of up to $5 billion for Constellation Energy on October 27, 2026. The money would finance uprates and modernization across Constellation’s nuclear fleet in Illinois, Maryland, and Pennsylvania.

The work is expected to add nearly 1.1 gigawatts of electricity to the grid.

Fleet Week

The plan covers eight existing plants across the three states. Six are in Illinois: Braidwood, Byron, Clinton, Dresden, LaSalle, and Quad Cities.

The other two are Calvert Cliffs in Maryland and Limerick in Pennsylvania. Nobody is clearing a greenfield site here, since the goal is more output from plants already in Constellation’s fleet.

The commitment also includes an option to finance future uprates at additional Constellation facilities, so the list could grow.

Power Hours

DOE says the projects will add enough electricity to power more than 930,000 homes. The added capacity is meant to strengthen grid reliability across the PJM and MISO regions.

The investments are expected to support more than 10,000 project-related jobs across Constellation’s fleet.

“These investments will add more reliable baseload power to the grid, help lower electricity costs, strengthen our nation’s energy security, and fuel long-term American prosperity,” said EDF Director Gregory A. Beard.

Fine Print

The word “conditional” carries real weight in this announcement. Constellation still has to meet technical, legal, environmental, and financial conditions before DOE signs definitive financing documents and funds the loan.

The loan supports President Trump’s Executive Order, Reinvigorating the Nuclear Industrial Base, which calls for DOE to facilitate 5 GW of power uprates from existing reactors.

DOE launched its UPRISE program in March 2026 to get more power out of existing reactors. The department says 95% of President Trump’s 5 GW uprate and restart goal has been identified so far.

TheJobWalk Thoughts

Uprate work at existing nuclear plants runs on the plant’s calendar, not the contractor’s. Much of it typically lands during planned refueling outages, when the window is tight and the schedule doesn’t flex. Crews that already know nuclear QA programs and site access rules will have a real edge on this kind of work.

The announcement names no contractors and gives no scope by plant, so there’s no public word yet on what’s getting replaced. The signal worth watching is the definitive financing documents. Until those are signed, the DOE money is committed but not yet funded.
