Construction Partners, Inc. (NASDAQ: ROAD) has acquired P&S Paving, Inc. of Daytona Beach, extending the Sunbelt road builder’s reach onto Florida’s east coast. CPI announced the deal on Oct. 20, 2025.
President and CEO Fred J. (Jule) Smith, III called the east coast “a rapidly growing portion of the state.” He said P&S’s plants, crews, and equipment give CPI an immediate foothold in the high-growth Interstate 95 corridor.

That plant count matters. CPI describes itself as vertically integrated and supported by its own hot-mix asphalt plants, so this deal adds production capacity in a new market, not just manpower.
Joining the Florida Crew
The operations will become part of C.W. Roberts Contracting, Incorporated, CPI’s platform company that already operates throughout Florida. Rather than building from scratch, CPI is plugging an established local operator into a statewide platform.
Smith credited former owner Tim Phillips with building a strong culture and reputation in Florida’s infrastructure community. Curtis Long and his team will lead the operations going forward.
Smith called their local market knowledge, customer relationships, and operational expertise “invaluable” during integration.
Asphalt Appetite
Smith said CPI sees strong public and private infrastructure demand along I-95, plus opportunities for future acquisitive and organic growth. That suggests P&S could be a starting point on the corridor rather than the finish line.
The public side plays to CPI’s strengths. Publicly funded projects, from local and state roadways to interstate highways, airport runways, and bridges, already make up the majority of its business.
If Smith’s read on I-95 holds up, Daytona Beach could turn out to be CPI’s on-ramp, not its last exit.
