USF broke ground on Uptown Landing on September 8, 2026, a nearly $500 million mixed-use development going up near the university's new stadium.
The project was known internally as the "Fletcher District" during planning. That name is gone now. USF unveiled Uptown Landing as the permanent name at the groundbreaking ceremony itself.
Aureate Development's Delo Baker noted the site itself is a transformation story. USF "has taken an old golf course and redesigned the experience" for students and the community.
Scope and Delivery
The first phase covers roughly 30 acres north of Fletcher Avenue and east of North 46th Street. It's a public-private partnership, and USF is calling it the largest P3 in the history of Florida's State University System.
The build includes 700 beds of new student housing, four to six restaurants, retail space, and a hotel and conference center. It also includes a major academic research building called the Translational Research Institute.
That research building isn't a footnote. It's built to house about 100 NIH-funded investigators and roughly 1,000 additional researchers.
Money and Team
The total first-phase price tag is nearly $500 million. About $270 million of that covers the P3 portion, with roughly $225 million going to the research building alone.
Uptown Landing will be developed through a Master Development Agreement with ACE Fletcher, LLC, a joint entity of Capstone Development Partners, Aureate Development and Ellison Development. Capstone's Walker May called it a reflection of "a shared vision" between the university and its development team.
Timeline
USF expects the first phase to open in time for fall 2028, putting delivery on a roughly two year clock from groundbreaking.

TheJobWalk Thoughts
A $500 million P3 that stacks housing, hospitality, retail, and a major research building into one phase is a different animal than a typical campus development. Bundling that much program under one P3 structure shapes how the work gets packaged, and it usually means multiple prime scopes rather than one general contractor running the whole site.
That's the part worth acting on now. Projects with this much variety in building type tend to split into separate procurement tracks well before vertical construction starts. GCs and subs with residential, hospitality, or lab-adjacent experience should be getting in front of ACE Fletcher and its partners early, not waiting for a single bid package to drop.
Fall 2028 gives this project roughly two years from groundbreaking to opening, a tight window for a scope this size. On P3 builds with this much program stacked together, early and aggressive procurement is usually what keeps a timeline like that intact. Suppliers with a stake in this one should be paying attention now, before the schedule gets tighter than it already looks.
