Austin Transit Partnership has selected Kiewit-Austin Partnership (KAP), a joint venture between Kiewit Building Group Inc. and Austin Commercial, as the design-build contractor for the Operations and Maintenance Facility (OMF) of Austin Light Rail. The ATP Board approved the selection, clearing the way for pre-construction to begin immediately.
The OMF is where the system's light rail vehicles will be stored, serviced, cleaned and dispatched each day. It will also serve as the primary workplace for operators, maintenance crews and support staff. ATP CEO Greg Canally called it integral to the success of the system.
Kiewit brings extensive design-build and transit infrastructure experience across North America. Austin Commercial brings strong local credentials, with projects like Q2 Stadium and Circuit of the Americas on its resume. KAP was selected through a competitive procurement process that evaluated experience, personnel qualifications, technical approach and design innovation. ATP wrapped that process in approximately one year, faster than many comparable projects nationwide.
The design phase already includes approximately 10 subcontractors, with roughly half based in the Austin region. Construction is expected to open up significantly more local participation. The project is projected to support thousands of jobs across design and construction, with hundreds of permanent positions created once the facility is operational. KAP will co-locate in the ATP office to advance design, conduct field investigations, coordinate utilities and prepare permitting packages.
Austin Light Rail will serve 15 stations along a nearly 10-mile alignment, with all-electric trains running every 5 to 10 minutes throughout most of the day.

The design phase is already activating roughly 10 subcontractor firms. Construction will open up far more opportunities, and the subs who build relationships during pre-construction will have a real advantage. Waiting until groundbreaking to engage ATP is waiting too long.
ATP deliberately structured this procurement to pair national firms with local businesses. That is a signal for how future packages on this program will likely be evaluated. Local subs and suppliers with relevant track records should be positioning now, not when the next solicitation drops.
