Pacific West Environmental & Infrastructure just picked up Coleman Industrial Construction, a Kansas City rail and industrial contractor. It's the company's first foothold in the Midwest.

The deal is Pacific West's third add-on since Bluejay Capital Partners made its initial investment. Before this, the Salt Lake City company bought Eagle Remediation & Demolition Services in December 2022 and Overley's and Hawkke in July 2023.

Coleman has been building and maintaining rail infrastructure since 1979, primarily for Class I railroads. Its core work includes:

  • Locomotive servicing and fueling systems

  • Yard air systems and railcar maintenance facilities

  • Wastewater, stormwater, and related mechanical and environmental infrastructure

That lineup slots neatly next to what Pacific West already runs in Salt Lake City, Dallas-Fort Worth, San Antonio, and Phoenix. Same skill set, new territory.

Bob Weber, CEO of Pacific West, called Coleman's rail expertise "a direct extension of what we already do across the country." Owner Paul Freeman isn't stepping away either. He's joining Pacific West's Business Development team, and says the combined company gives his old crew more reach to serve customers nationally.

Bluejay Partner James Samuelsen framed the deal as a coverage play, giving Pacific West a more competitive offering "in the east" after years of building out west.

Track Record: Samuelsen also said Bluejay plans to keep growing Pacific West "organically and through add-on acquisitions." Three deals in under four years is a pattern, not a coincidence.
