Perini Management Services, Inc. (PMSI), a Tutor Perini subsidiary, has been awarded a contract valued at approximately $43 million by the U.S. Coast Guard. PMSI will design and construct improvements at the Coast Guard's property at East Tongue Point in Astoria, Oregon.
The work is Phase 2 of the Astoria Fast Response Cutter Homeport project. It covers facilities to accommodate the homeporting of four Fast Response Cutters.
According to the release, the new facilities include:
A new fixed pier
Two floating docks
A new uplands Maintenance Weapons Division (MWD) cutter support facility
Wet Work, Dry Work:
This isn't just new construction. The scope also covers demolition of existing facilities, in-water dredging, and utility and site improvements.
That's in-water and uplands work under a single contract, with PMSI on the hook for both design and construction.
Per Tutor Perini, the schedule looks like this:
Design work is expected to begin in late September 2026
Substantial completion is anticipated in May 2029
The contract value will be added to backlog in the third quarter of 2026
That's about two and a half years from the start of design to substantial completion.
Who Swings the Hammer:
Tutor Perini says it often self-performs work including earthwork, excavation, and concrete forming and placement. Dredging isn't on that list, and the release doesn't say how PMSI will handle it.
Tutor Perini books the backlog in Q3. Substantial completion on the pier, docks, and support facility is penciled in for May 2029.
