Quadrangle Development Corp has released plans for Potomac Overlook, a large mixed-use, residential project proposed for the former Key Bridge Marriott site at 1401 Langston Blvd in Rosslyn. According to a Jan. 6 press release, the proposal targets a 5.5 acre Northern Gateway parcel near the Key Bridge connection to Georgetown. Concept plans outline approximately 1,775 apartments spread across five buildings, a 200 room hotel, and publicly accessible open space.

The project has formally re-entered Arlington County’s planning pipeline through a Special General Land Use Plan (GLUP) Study request filed December 22, 2025. This was after a 2020 site plan approval expired, returning the property to vacant status. County materials list KBLH, LLC as the applicant of record. Two entitlement paths are under consideration: retaining the existing GLUP and proceeding under a Phased Development Site Plan (PDSP) or amending the GLUP and expanding the Rosslyn Coordinated Redevelopment District (RCRD) boundary to include the site.

Materials associated with the request reference a mixed-use concept with approximately 8.5 FAR and potential building heights approaching 350 feet. The architectural concept and renderings were prepared by DCS Design. No construction value, delivery timeline, or general contractor has been disclosed.

TheJobWalk Thoughts:

This is still just a planning play, not a build. But 1,775 units plus a hotel on a gateway site puts real weight behind the zoning request. Once Arlington settles the GLUP path, this moves from renderings to very real sequencing, logistics, and neighbor scrutiny fast. If I was multifamily contractor or material supplier, I’d keep a very close eye on this one.
