U.S. Smokeless Tobacco Company broke ground September 8, 2026 on a new $250 million manufacturing facility in Hopkinsville, Kentucky. The project, known as the Baker expansion, is expected to create more than 200 new jobs at the company's Eagle One campus in Christian County.
Groundbreaking, Baker Style
The new facility will expand USSTC's presence along Weyman's Way, adding new manufacturing machinery and equipment. USSTC currently employs 165 people in Kentucky. Company leadership says the project will approximately double that workforce.
USSTC president and CEO Michael Brace called it more than a construction project. "This is more than a new building. It is a statement of confidence in the people of this region and in the future we build together," he said.
USSTC's Hopkinsville roots go back to 1916. This project builds on top of that history rather than starting somewhere new. The company also runs manufacturing facilities in Nashville and Clarksville, Tennessee, along with Richmond, Virginia. USSTC is headquartered in Richmond, alongside its parent company, Altria Group, which acquired USSTC in January 2009.
Local leaders tied the investment back to the region's agricultural base. Christian County Judge/Executive Jerry Gilliam pointed to the area's standing as one of the strongest dark-fired tobacco regions in the world, calling the project a way to vertically integrate that agricultural strength into a finished product locally.
Hopkinsville Mayor James R. Knight called the $250 million commitment and 200 new jobs an impact that will reach "far beyond this site."
The project also carries state level backing. The Kentucky Economic Development Finance Authority preliminarily approved an incentive agreement with USSTC in May under the Kentucky Business Investment program. The performance-based agreement is tied to the company hitting annual investment and job creation targets over its term.

A $250 million investment against 200 new jobs is a heavy capital-to-headcount ratio, and that math usually points to an equipment-intensive build rather than a labor-heavy one. New manufacturing machinery is doing a lot of the lifting on cost here, not just square footage.
The incentive structure is the detail worth sitting with. This isn't a lump sum handed over at groundbreaking. It's a performance-based agreement tied to annual investment and job creation targets over the life of the deal, which means USSTC has real financial reasons to keep this project moving on schedule rather than let it drift.
A facility with roots back to 1916 getting a nine figure reinvestment is a strong signal in itself. Companies don't put that kind of money into a century-old site unless they're planning to be there for the next one too.
