Governor Greg Abbott announced that SpaceX will build a vertically integrated semiconductor fabrication plant in Grimes County, Texas, called Terafab. The first phase alone represents a capital investment of more than $16.8 billion. The project is expected to create 3,000 new jobs. The state has extended a $30 million performance-based Texas Enterprise Fund grant to SpaceX, and the facility also qualifies under the Texas Jobs, Energy, Technology, and Innovation program.
According to the Governor's release, the plant will span 100 million square feet. It will consolidate SpaceX's chip production chain under a single roof. Elon Musk, SpaceX's founder and CEO, said the facility will combine logic, memory, and advanced packaging in one location, with the goal of producing AI chips at scale for use on Earth and in space. Local school districts have taken formal steps tied to the project. The Iola Independent School District Board of Trustees voted to enter into an agreement with TeraFab AI, LLC under the Texas Jobs, Energy, Technology, and Innovation Act. Iola ISD Superintendent Jeff Dyer said the board welcomed public input and consulted a school finance consultant before approving the tax incentives.
Anderson-Shiro Consolidated Independent School District's superintendent also referenced an agreement tied to the project, calling it a defining moment for the district. Her comments did not specify a formal board vote or confirm the agreement falls under the JETI Act. Regional leaders framed the announcement as a major shift for the area. Grimes County Judge Joe Fauth III called it a generational change, and Greater Brazos Partnership President and CEO Tom Johnson said the region is ready to supply the workforce and infrastructure the project will require.

That timing is worth tracking for anyone positioning for early sitework or utility scope.
Two neighboring districts responding to the same project suggests a site footprint that may extend across district lines. Subs and suppliers working near either district should start mapping likely site and utility corridors now, well ahead of formal bid packages.
