Suffolk Construction has been named construction manager for California Polytechnic State University's $1.2 billion student housing expansion in San Luis Obispo. The program, called the Future Housing Plan, launched in summer 2024 and will add approximately 3,600 new student beds in total while renovating about 1,200 existing ones across multiple phases.
Suffolk was first engaged on the project in October 2025, and onsite construction started this month. The multiphase program's first two buildings are now underway. Building A is scheduled to open fall 2026 and will house around 500 students. Building B follows in fall 2027, accommodating around 700. Further phases addressing the remaining new beds and renovations have not been detailed publicly.
To drive the program, Suffolk is deploying modular fabrication and delivery alongside digital modeling, geospatial positioning, and AI-assisted planning tools. The modules will be manufactured by Fullstack Modular, a New York City-based firm with production facilities in Hamden, Connecticut, and Carson, California. Fullstack builds modular structures ranging from seven to 45 stories.
Suffolk's Preston Hoopes, general manager of Northern California, noted that manufacturing units in a controlled environment reduces variability and waste at this scale, leading to more predictable budgets. Jim Stanley, the firm's EVP and Los Angeles division manager, previously stated the method can complete the main structure of a 100-unit building in seven days, roughly 30% faster than comparable stick-built construction.

Two consecutive fall openings leaves no room for schedule drift. Subs entering this program need to be ready for a fabrication-forward workflow. Modular sequencing is unforgiving. Scope and materials not synchronized with unit delivery will compound disruption fast.
Fullstack's Carson facility sits roughly 200 miles from San Luis Obispo. Oversized modular units mean permitted routes, escort vehicles, and tight delivery windows. Regional heavy haul and crane operators should be tracking this program now.
The bigger opportunity in a multiphase program is repeatability. Suppliers who lock in early and align production to standardized unit specs will carry a genuine edge across the full build.
