TeraWulf has signed an amended and restated electric service agreement with Kentucky Power, an AEP company. The deal doubles contracted power at their Muskie Data Campus in eastern Kentucky from 500 megawatts (MW) to 1 gigawatt (GW).
The amendment was announced October 5, 2026, and it also moves planned delivery of the second phase forward by one year.
Double Down
Planned delivery of that second 500 MW phase had been set for 2030 and is now targeted for 2029.
The new date still needs Kentucky Public Service Commission approval, and it has to fit Kentucky Power's construction schedule.
Development will also follow Governor Beshear's Executive Order on Data Center Development (2026-494).
Meanwhile, the first 500 MW phase stays on its original track, targeted to begin ramping in 2028.
"Customer interest in Muskie has been tremendous, and power availability is central to those conversations," said Paul Prager, Chairman and Chief Executive Officer of TeraWulf. "Securing the next 500 MW and moving its planned delivery into 2029 gives us greater flexibility to meet prospective customers' deployment needs."

To serve the campus, Kentucky Power is developing a 765-kV / 345-kV substation connected to the regional transmission network.
Room to Grow
TeraWulf bought the site in May 2026 and plans to develop it in phases as an AI and high-performance computing campus.
Looking further out, they're evaluating whether Muskie could eventually support up to 2 GW. Getting there would take more utility planning, more infrastructure, and more agreements.

Treat 2029 as a target, not a promise. Planned delivery still hinges on the PSC and Kentucky Power's own build schedule. There is useful precedent, though. In August 2026, the same commission approved TeraWulf's separate Justified agreement, finding it adequately protected existing customers.
The nearer milestone is Phase 1, targeted to begin ramping in 2028. TeraWulf hasn't released a construction schedule or named contractors. On data center work, buildings and electrical systems typically need to be in place before power ramps. For GCs and electrical subs, that makes now a smart time to get on TeraWulf's radar.
