On October 5, 2026, the U.S. Department of Energy’s Office of Energy Dominance Financing announced a conditional loan commitment of up to $4.2 billion. The money would finance nuclear uprates and modernization across Vistra’s plants in Pennsylvania and Ohio.

The work covers three plants: Beaver Valley in Pennsylvania, along with Davis-Besse and Perry in Ohio.

Uprate Expectations

Instead of building new reactors, Vistra plans to get more power out of the ones they already have. Combined, the projects would add 433 MW of new nuclear capacity.

They would also preserve nearly 4 GW of baseload power. DOE says that’s enough to supply more than 3 million homes.

The work requires no new transmission corridors, which anyone who has watched a line crawl through permitting will appreciate.

The investments also support plant operation for an additional 20 years beyond the plants’ existing licenses.

“By getting more power out of the nuclear plants we already have, we can deliver more affordable, reliable, around the-clock energy for American families and businesses,” said U.S. Secretary of Energy Chris Wright.

Boots Required

DOE expects the projects to support approximately 3,000 jobs in engineering, construction, and planned outage work.

The commitment also includes an option to finance potential future uprates at Vistra’s Comanche Peak Nuclear Power Plant in Texas.

DOE hasn’t funded this loan yet. Vistra still has to meet technical, legal, environmental, and financial conditions before DOE signs final financing documents and releases the money.

The 3,000 jobs span engineering, construction, and planned outage work, and that last category sets the pace. Outage windows are tightly scheduled and expensive, so work packed into them leaves little room for late materials or thin crews. Whoever lands this scope should lock in staffing and deliveries well before a unit comes offline.

Suppliers, read “conditional” carefully. Vistra still has conditions to clear, and uprates generally need NRC approval on top of that. Avoiding new transmission corridors removes one slow hurdle, but for now this is a pipeline signal, not a purchase order.
