Volvo Construction Equipment has reached a manufacturing milestone at its Shippensburg, Pennsylvania plant. The facility now produces more than half of Volvo CE's North American machine supply. The company delivered its first American-built excavators and larger wheel loaders to customers there. Eleven additional models are being added to the plant's lineup, a shift Volvo CE says will cut customer lead times by more than six weeks.

The expansion pushes Volvo CE's North American production portfolio to 30 machine models, spanning excavators, wheel loaders and compactors. The company put $40 million into this latest phase. That brings total investment at the site to more than $1.4 billion since 2007, part of an effort to triple annual output capacity. Volvo CE acquired the Shippensburg site and its road development division from Ingersoll Rand in 2007. It became home to Volvo CE's North American headquarters in 2012. More than 750 people currently work there.

Capacity gains came from automation, process improvements and better use of existing floor space, not new construction. The plant's combined 436,000 square foot assembly and fabrication footprint was reconfigured into three flexible production lines capable of building the full excavator, wheel loader and compactor range, with added excavator welding capacity. Separately, Volvo CE invested in extensive on-site and off-site training, including sessions at sister factories in Sweden, Korea and Brazil. Employees completed more than 180 hours of individual training in total.

Supply chain development is moving alongside the production expansion. Volvo CE announced a goal of growing its business with Pennsylvania-based suppliers by 30% by 2030. The company worked with the Franklin County Area Development Corporation to help a global excavator counterweight supplier establish a regional operation. That supplier is putting more than $1.5 million into a local facility to deliver counterweights to the Shippensburg plant on a just-in-time basis.

A six-week cut in Volvo's stated customer lead times is worth paying attention to, though actual improvement will vary by model and order. Still, GCs sequencing excavator and loader deliveries against a bid schedule have a real reason to talk to their Volvo CE rep earlier in the procurement process.

The Pennsylvania supplier push deserves close attention. A 30% growth target for local suppliers by 2030, backed by a counterweight manufacturer already committing $1.5 million to set up nearby, signals real opportunity for regional fabricators and parts suppliers looking to get in early on a manufacturer's local sourcing buildout.

The cross-training approach on the large wheel loader line is a smart operational move. Absorbing 30% more parts and added manufacturing complexity through workforce flexibility, instead of adding a separate line, is a model other manufacturers expanding U.S. production will likely study.
