Rail Grants Reach 45 States and D.C. in $2.3 Billion Package

The Federal Railroad Administration is awarding $2.3 billion to 105 freight and passenger rail projects in 45 states and the District of Columbia. Together, the projects will improve more than 2,000 miles of track.

The money comes from the CRISI grant program, which received a record number of eligible applications this cycle. State, local, and private partners will add more than $1.9 billion of their own to finish the work.

FRA issued the funding notice for this round last April. Reviewers looked at project readiness, technical merit, and expected benefits, among other factors.

Under the revised criteria, the department backed projects that reduce congestion, grow passenger ridership, or improve regional rail infrastructure. It also funded safety programs aimed at preventing trespassing and reducing injuries and fatalities.

Transportation Secretary Sean Duffy said the package focuses on local economic growth and practical safety upgrades. FRA Administrator David Fink added that shortline railroads will now have the resources for long overdue improvements.

GlobalFoundries Set to Break Ground on $10 Billion Malta Fab

GlobalFoundries plans to break ground later this year on a new 300mm semiconductor fab at its Malta, New York, campus. It’s the first of two fabs proposed under a U.S.-Japan initiative worth up to $21 billion.

An initial investment of about $10 billion will speed construction of the first fab, which is expected to come online in 2029. A second fab would require roughly another $10 billion.

The site is already permitted and shovel-ready. GF says using existing Malta infrastructure will help speed up construction.

The project is expected to create about 27,000 construction and ecosystem jobs in the Capital Region, along with more than 1,000 skilled manufacturing positions. At full output, the first fab should add about 900,000 wafers of capacity a year.

Japan is funding the work, and GF will serve as technology provider and operator. No contractor has been named, and details of the groundbreaking event will be announced separately.

OPERATOR / TECH PROVIDER: GlobalFoundries (Nasdaq: GFS)

CONSTRUCTION TEAM: TBD

AWARD: Industrial / Semiconductor Manufacturing

INVESTMENT: Up to $21 billion (about $10 billion for the first fab, plus about $10 billion for a possible second fab)

LOCATION: Malta, New York (Capital Region)

TECH SPOTLIGHT

Document Crunch Adds Construction Drawings to AI Risk Review

Document Crunch, a Trimble company, has added construction drawings to its risk intelligence platform, letting contractors review drawing sets together with contracts, specifications and other project documents.

Using its CrunchAI technology, the tool extracts and indexes text from drawing sets, including notes, allowances and scope language spread across hundreds of sheets. Teams can then query the full document set through a chat interface and check answers against linked sources.

The goal is to catch scope gaps and conflicting requirements during preconstruction, while they can still be clarified, priced or resolved. Teams can also verify sheet indexes, spot missing sheets or spec sections and flag discrepancies between disciplines.

On one renovation job, Hill & Wilkinson needed to redo plumbing, but the drawings didn’t show the concrete cutting and backfill that work required. Document Crunch flagged it, said Kristen Ortiz, the firm’s vice president of project controls.

The drawing review feature is now available to all Document Crunch users within their existing workflows.

WORLD

The Prince Mohammad Bin Salman Stadium, Saudi Arabia

The Prince Mohammed bin Salman Stadium is a multipurpose venue under construction atop the 200-meter Tuwaiq cliff at Qiddiya City, about 40 minutes from Riyadh. It will seat roughly 46,000 and is a proposed venue for the 2034 FIFA World Cup.

Populous designed the stadium, and the developer says it will be the first to combine a retractable roof, retractable pitch and LED wall, allowing it to change event modes within hours.

A joint venture of FCC Construcción and Nesma & Partners holds the main construction contract. Reported values range from about $1.1 billion to roughly $4 billion, with no explanation for the gap.

The cliffside site adds complexity, requiring designers to plan for rock stability, drainage and moving heavy components near a sheer drop. Excavation is largely complete, and foundation work is well advanced.

Other awards include a $221 million MEP package and a $306 million facade contract. Completion is targeted for 2029.
